Extends the expiration date of sections 3, 9, 12-b, and 13 of Chapter 101 of the Laws of 2014 from December 1, 2024 to December 1, 2029.

Amends the sunset provisions in Section 15 of Chapter 101 of the Laws of 2014 relating to owner liability for traffic-control violations in Mt. Vernon.

Removes obsolete expiration provisions (subsections (a) through (c) and (hh) through (jj)) that were related to expired or superseded amendments to vehicle and traffic law sections.

Simplifies the expiration framework by consolidating and reorganizing multiple subsections related to amendments in the vehicle and traffic law and general municipal law.

Takes effect immediately upon enactment.
