Authorizes SUNY trustees to lease approximately 25.522 acres of SUNY Albany campus land to Fuller Road Management Corporation for the Albany NanoTech Complex without public bidding, subject to approval by the director of the division of the budget, attorney general, and state comptroller.

Lease term limited to a maximum of 40 years, with immediate termination and reversion to SUNY if property ceases to be used for the Albany NanoTech Complex purpose.

All work on the property constitutes public work subject to prevailing wage requirements and Labor Law Article 8, and requires use of project labor agreements for all contractors and subcontractors.

Prohibits SUNY from contracting out instruction, pedagogical functions, administrative services, or similar professional services currently performed by state employees, and prevents displacement of current state workers or loss of collective bargaining rights.

Lease must be executed within 5 years of the act's effective date; property and all improvements revert to SUNY upon lease expiration.
