Increases maximum loan amounts for green jobs-green New York energy efficiency services from $25,000 to $50,000 for residential structures and maintains $50,000 for non-residential structures.

Changes loan payback period requirement from a fixed "fifteen years or less" to a flexible standard not exceeding "the useful life of the energy efficiency measures installed."

Allows purchasers or transferees of properties with on-bill recovery loans to assume responsibility for future charges through written express agreement, with original seller remaining responsible if no assumption agreement is made.

Modifies property sale notification requirements to exempt sellers from providing written notice of the on-bill recovery charge if the loan agreement specifies that new owners are only responsible for charges upon written assumption.

Eliminates requirement for the New York State Energy Research and Development Authority to file a declaration of repayment upon loan satisfaction.
