Authorizes the City of Mt. Vernon to establish a demonstration program using photo speed violation monitoring systems in up to 20 school speed zones to enforce speed limits during school hours and student activities.

Imposes owner liability (not operator liability) for violations of more than 10 miles per hour above posted speed limits in school zones, with maximum penalties of $50 per violation plus up to $25 for failure to respond timely.

Requires photo speed violation monitoring systems to pass daily self-tests and annual calibration checks, with operators maintaining daily setup logs and the city retaining certificates of calibration.

Protects privacy by requiring systems to exclude driver and passenger identification where practicable, restricts use of images to violation adjudication only, and prohibits public disclosure except pursuant to search warrants or subpoenas for criminal investigations.

Requires Mt. Vernon to submit annual reports to state leadership on violation data, crash statistics, revenue collected, and program expenses; program expires December 1, 2029.
