Extends the application deadline for military voters to request special presidential ballots from the seventh day before an election to the tenth day before an election.

Allows applications to be mailed to county boards of elections up to the tenth day before the election, or delivered in person on election day.

Updates pronouns in the election law from "his" to "their" and "he" to "the applicant" for gender-neutral language.

Takes effect on January 1st of the year following the law's enactment.
