Changes the designation date for county board of elections to select and appoint election inspectors and poll clerks from July 15 to January 1 of each year.

Shifts the term end date for these designations from July 14 of the following year to December 31 of the same year.

Moves the deadline for political parties to file recommended person lists from May 1 to November 15 each year.

Takes effect immediately upon enactment.
