Authorizes the city of Poughkeepsie to discontinue use of a 0.079-acre parcel of parkland located on North Clinton Street for construction of an emergency communications tower.

Requires the city to dedicate funds equal to or greater than the fair market value of the discontinued parkland toward acquiring new parklands and/or making capital improvements to existing park and recreational facilities.

Mandates compliance with all federal requirements for parkland conversion, including obtaining Secretary of the Interior approval that replacement lands are equivalent in fair market value and usefulness, if the original parkland received any federal funding support.

The parcel is located in Dutchess County and is described with specific survey coordinates and contains 3,447.03 square feet.

Takes effect immediately upon enactment.
