Authorizes the town of Hempstead to discontinue use of and transfer approximately 39 acres of parkland (Section 62 Block C Lot 102) located in the village of Freeport to the village for park and recreational purposes.

Requires the village of Freeport to provide access to the transferred parkland and facilities to all town of Hempstead residents at the same fees charged to village residents.

Directs any revenues from the transfer to be used by the town for capital improvements to existing parks and recreational facilities or acquisition of additional park facilities.

Requires that transferred land revert to the town of Hempstead if the village ceases using it for park and recreational purposes.

Mandates the town comply with all federal requirements regarding parkland alienation or conversion, including approval from the secretary of the interior that replacement lands are equivalent in fair market value and usefulness.
