Allows Greenburgh North Castle Union Free School District number 12 to continue as a separate union free school district during the 2024-2025 school year with all associated powers and privileges.

Expands the school district's territory to include leased properties at 71 Broadway in Dobbs Ferry, 108 Shonnard Place in Yonkers, 1700 Old Orchard Place in Valhalla, 623 Blooming Grove Turnpike in New Windsor, and 45 East Gainsborg Avenue in West Harrison.

Authorizes the school district's board of education to affiliate with a child care institution (other than St. Christopher's - Jennie Clarkson Child Care Services Corporation) subject to state approval from the Department of Education and Office of Children and Family Services.

Restructures the board of education to consist of seven members (five elected by the affiliated child care institution's board of directors and two public members appointed) upon state approval of the affiliation, with terms up to four years.

Takes effect immediately upon enactment.
