Expands the New York City Public Works Investment Act to authorize "construction manager build" as an alternative project delivery method, in addition to the existing design-build contracts.

Construction manager build contracts are eligible for water/sewer infrastructure projects (with $10 million minimum cost) and cultural institution/public library projects (with $5 million minimum cost), all requiring project labor agreements.

Requires all alternative project delivery contracts to be awarded through open and competitive procurement methods and obligates contractors to comply with applicable project labor agreements.

Establishes evaluation criteria for design-build and construction manager build proposals, including cost, quality, proposer qualifications, project implementation schedule, and community impact, with contracts awarded to the responsive proposer offering best value.

Extends the sunset date of the Public Works Investment Act by eight years and requires annual reporting on alternative project delivery contract usage, including participation rates and dollar amounts paid to minority- and women-owned businesses.
