Authorizes New York City to establish residential parking permit systems in specified neighborhoods including Washington Heights, Harlem, Morningside Heights, Upper West Side, East Harlem, and Upper East Side through local law or ordinance.

Permits the city to set parking fees and establish times and days when permit requirements are in effect, excluding commercially or retail-zoned streets and metered parking spaces.

Requires vehicles registered under Vehicle and Traffic Law section 404-a to be exempt from permit requirements.

Mandates the city conduct a study on program effectiveness examining traffic flow, parking availability, equity and income impacts, and environmental effects.

Expires December 1, 2030, though any local laws or ordinances enacted under this authority remain in effect only until that same date.
