Amends Vehicle and Traffic Law Section 1203 to allow Seagate police department peace officers to park in areas where parking is prohibited by signs (but not where stopping or standing is prohibited) when displaying a special placard while on official duty.

Creates new Vehicle and Traffic Law Section 404-ff authorizing the Seagate police department to obtain distinctive placards with unique serial numbers for its motor vehicles.

Requires applicants to file placard applications with the commissioner, verified annually, and provide proof of current Seagate police department membership to qualify for issuance.

Establishes a one-time initial service charge (amount to be determined by the commissioner) for placard issuance.

Takes effect immediately upon enactment.
