Expands mentorship opportunities for minority and women-owned business enterprises (MWBEs) to include instances where there is a contractual relationship between an MWBE and a subcontractor or contractor working on a state contract.

Requires state agencies, departments, and authorities that let more than $10 million in service and construction contracts annually to develop mentor-protege programs between state agencies, approved mentor firms, and certified small and minority and women-owned businesses.

Directs state agencies to encourage mentor-protege relationships with MWBEs where privity of contract exists between the MWBE and a subcontractor or contractor on state contracts.

Authorizes public authorities to establish small business mentoring programs between the agency and MWBEs in instances where there is privity of contract between an MWBE and a subcontractor or contractor working on authority public works contracts.

Takes effect immediately, with amendments to the executive law expiring with article 15-A and amendments to public authorities law expiring with the repeal of section 1265-b.
