Requires Monroe County to file a resolution with the state comptroller within 180 days of the act becoming law, certifying that Fay did not bar himself from participation through negligence

Allows Fay to elect coverage under sections 552 and 553 of the Retirement and Social Security Law within one year of the act's effective date, with service credited from August 26, 1991 to present

Monroe County must bear all employer past service costs, estimated at approximately $145,000 as a one-time payment, which may be amortized over five years at $32,300 annually

Takes effect immediately upon enactment
