Amends the vehicle and traffic law to require the commissioner of transportation to install at least two photo speed violation monitoring systems in highway construction or maintenance work areas on controlled-access highways, changing the previous language from "empower" to "require."

Amends the thruway authority chair requirements to install at least two photo speed violation monitoring systems in highway construction or maintenance work areas on the thruway, also changing from "empower" to "require."

Removes the previous criteria requirement that the commissioner and thruway authority chair consider speed data, crash history, and roadway geometry when selecting work areas for system installation.

Prohibits installation or operation of photo speed violation monitoring systems on controlled-access highway exit ramps or thruway exit ramps.

Takes effect 90 days after becoming law, with authorization for necessary rule and regulation amendments to be completed before the effective date.
