Creates a new crime of "aggravated criminal concealment of identity" when a person commits a specified offense while wearing a mask or face covering that conceals identity.

Defines "specified offense" to include 80+ crimes ranging from assault and sexual abuse to robbery, arson, terrorism-related offenses, and attempts or conspiracies to commit these crimes.

Elevates sentencing for convictions: for violent felonies, the new crime is deemed a violent felony; for misdemeanors and class C-E felonies, the offense is elevated one category higher.

Imposes mandatory minimum sentences for class B felonies (6-12 years depending on sentencing guidelines) and 20+ year minimum for class A-1 felonies when committed with identity concealment.

Takes effect immediately upon enactment.
