Establishes a 15-member study commission to evaluate how grid electrification affects heating system safety and reliability during winter power outages and develop strategies to improve grid reliability during extreme weather events.

Commission membership includes the Public Service Commission chair, legislative leaders and energy committee chairs, three representatives from the largest utility companies serving Western New York, the commissioner of homeland security and emergency services, and one representative from the largest electrical workers trade association in Western New York.

Public Service Commission chair serves as commission chairperson; members serve without compensation but receive reimbursement for necessary and actual expenses.

Commission is authorized to hold public hearings, consult with organizations and government agencies, and request assistance and data from state departments and public authorities.

Commission shall issue findings and legislative recommendations to the governor and legislative leaders; Public Service Commission will use the report to determine whether and how to modify electrification targets under existing public service and environmental conservation law.

Act takes effect immediately and expires two years after enactment.
