Establishes a 13-member commission to evaluate the cost, feasibility, and impact on grid capacity of reopening the Indian Point energy center, with members appointed by the governor, legislative leaders, PSC chair, and industry representatives.

Requires the commission to hold at least one public hearing and issue a report with findings and legislative recommendations within one year to the governor and legislative leaders.

Amends energy law, general municipal law, public authorities law, and public service law to include nuclear power technologies and small modular reactors in definitions of renewable energy resources and new energy technologies.

Repeals paragraph (a) of subdivision 4 of section 162 of the public service law relating to electric generating facilities.

Directs the New York State Energy Research and Development Authority to conduct a feasibility study on nuclear small modular reactors in conjunction with the Department of Environmental Conservation and report findings within one year.
