Redefines "gift certificate" to distinguish between "open loop gift certificates" (redeemable at multiple unaffiliated merchants) and "closed loop gift certificates" (redeemable at single or affiliated merchants only).

Requires in-person gift certificate sales to use secure packaging that is sealed, conceals numeric codes (bar codes, CVV numbers, PIN numbers), and displays a warning: "DO NOT SELL OR PURCHASE IF PACKAGING HAS BEEN BROKEN OR INDICATES TAMPERING."

Exempts chip-enabled numberless cards activated by consumers after registration and closed loop gift certificates sold exclusively by the merchant and secured in employee-only areas from secure packaging requirements.

Mandates that merchants selling gift certificates provide training to employees on identifying and responding to gift certificate scams.

Requires third-party gift certificate resellers to record and maintain for three years transaction details including buyer/seller identification, driver's license numbers, gift certificate description, amounts, prices paid, and consumer signature; prohibits falsifying, destroying, or refusing law enforcement inspection of these records.

Takes effect 180 days after becoming law.
