Prohibits former operators of assisted living residences from obtaining authority or approval to establish and/or operate facilities housing asylum seekers after notifying the Department of Health that they intend to close or decertify the residence.

Defines "asylum seeker" as an individual who changes their country of usual residence to seek temporary or permanent residence in another country and has applied for asylum under 8 U.S. Code § 1158, is eligible to apply, or is a refugee as defined by the Immigration and Nationality Act.

Bars the Department of Social Services commissioner from entering into contracts with former assisted living residence operators for establishing or operating facilities intended to house asylum seekers after such operators notify the Department of Health of their intent to close or decertify.

Takes effect immediately upon enactment.
