Establishes the Office of Gun Violence Prevention within the Executive Division, headed by a director appointed by the commissioner, to coordinate gun violence prevention efforts across state agencies and grantmaking opportunities.

Director responsibilities include strengthening data infrastructure for firearm-related surveillance and intervention, enhancing hospital violence intervention programs, conducting public awareness campaigns, and providing annual reports to the governor and legislature.

Creates a Gun Violence Advisory Council chaired by the director with at least 12 members including gun violence survivors, public health officials, medical professionals, law enforcement, teachers, students, and veterans to coordinate with communities and identify resources.

Advisory Council shall visit impacted communities, share available programs and resources, identify barriers to services, and collaborate with organizations to maximize impact on youth and families in underserved areas.

Effective 90 days after enactment, with immediate authorization for regulatory implementation.
