Declares all contracts or agreements where individuals or private entities suppress, alter, or destroy physical evidence to prevent discovery or apprehension of an alleged offender in exchange for compensation to be void and contrary to public policy.

Grants crime victims a private right of action against any individual or private entity that enters into such agreements to render criminal assistance.

Defines "criminal assistance" as intentionally preventing, hindering, or delaying discovery or apprehension of an alleged offender or lodging of criminal charges by concealing, altering, or destroying physical evidence in exchange for monetary or non-monetary compensation.

Establishes a five-year statute of limitations for private actions, running from the date the victim discovers or reasonably should have discovered the concealment of a crime.

Does not abrogate or limit any other rights or remedies provided by federal or state law.
