Amends Election Law Section 17-204 to add speakers of Haitian Creole to the definition of "language minorities" or "language-minority group"

Expands the definition of language minorities to include persons of Middle Eastern or North African heritage as defined by the federal Office of Management and Budget's Statistical Policy Directive 15

The current definition of language minorities included American Indian, Asian American, Alaskan Natives, and persons of Spanish heritage

Takes effect immediately upon enactment
