Designates the Nassau-Suffolk transportation coordinating committee as the metropolitan planning organization for Nassau and Suffolk counties to receive federal transportation assistance and conduct urban transportation planning under federal regulations 23 CFR 450 and 49 CFR 613.

Establishes voting membership consisting of the Nassau county executive, Suffolk county executive, chairman of the Metropolitan Transportation Authority, and New York State Department of Transportation commissioner, with all decisions requiring unanimous consensus.

Creates a central staff under committee direction with a staff director appointed from a list provided by the county executives, responsible for data collection, demographic analysis, strategic planning, transportation modeling, mapping, and special studies.

Requires annual meetings between January 15 and February 15 to elect officers, endorse transportation improvement programs and plans, and conduct other business; authorizes the program, finance and administration committee to act between meetings on routine matters with five to ten working day reporting and objection procedures.

Assigns the New York State Department of Transportation responsibility for financing central staff operations, employment, payroll, expenses, and regulatory compliance while the committee oversees program results, economy, and efficiency of staff operations.
