Amends Vehicle and Traffic Law to create a new felony offense for aggravated unlicensed operation of a motor vehicle in the first degree when the driver has two prior reckless driving convictions within ten years and causes death.

Applies to drivers operating a motor vehicle while committing aggravated unlicensed operation in the third degree with a prior history of at least two reckless driving violations under section 1212 of the Vehicle and Traffic Law within the preceding ten years.

Requires that the unlicensed operation result in the death of another person to constitute the first-degree felony offense.

Takes effect November 1 following enactment, or on the same date as chapter 722 of the laws of 2023 if that chapter has not yet taken effect.

Known as "Efrain's law."
