Escalates criminal penalties for weapon and firearm offenses, including reclassifying criminal possession of a firearm from class E to class D felony, criminal possession of a weapon in the third degree from class D to class C felony, and criminal use of a firearm in the first degree from class B to class A-I felony.

Removes criminal possession of a weapon in the first degree and criminal use of a firearm in the first degree from the definition of class B violent felonies, replacing them with lower-level weapon offenses (criminal possession of a weapon in the second degree, criminal use of a firearm in the second degree, and aggravated criminal possession of a weapon).

Authorizes arresting agencies to publicly release the name and booking photograph of eligible youth charged with violent felonies or firearm-related offenses under article 265 of the penal law.

Creates new crime of "criminal solicitation of a minor in a violent felony" (class B felony) for persons over 18 who solicit minors under 18 to commit violent felonies, and adds this offense to the definition of class B violent felonies.

Expands information that courts must provide to designated school officials regarding adjudicated juvenile delinquents and youthful offenders to include detailed records necessary to assess safety risks and develop safety plans for schools.
