Establishes a reckless driving prevention grant program administered by the Department of Motor Vehicles to award grants to municipal law enforcement agencies and prosecuting offices.

Eligible entities may use grant funds for enforcement, investigation, prosecution, preventative education, traffic control devices, and other initiatives to reduce reckless driving within their jurisdictions.

Creates the Reckless Driving Prevention Fund, funded by court fines from violations of Vehicle and Traffic Law Section 1174 (reckless driving) and other grants or appropriations.

Fund monies require legislative appropriation before distribution to eligible entities, with remaining balances retained annually rather than reverting to the general fund.

Takes effect 90 days after enactment, with authorization for immediate rule and regulation changes necessary for implementation.
