Adds new section 43-a to the Social Services Law establishing payment caps for hotel contracts housing homeless persons in cities with populations over one million.

Sets the daily maximum payment at 75 percent of the NYC Housing Authority Section 8 voucher payment standard for a studio apartment, prorated daily, for individual homeless persons in hotel rooms.

Sets the daily maximum payment at 75 percent of the NYC Housing Authority Section 8 voucher payment standard for an appropriately-sized apartment, prorated daily, for homeless families in congregate hotel rooms.

Exempts hotels south of 96th Street in New York County, Community Boards 1 and 2 in Kings County, and Community Boards 1 and 2 in Queens County from the payment caps, as well as any hotels used during declared national, state, or local public health emergencies.

Takes effect immediately upon enactment.
