Establishes a healthy birth grant demonstration program that disburses $1,800 per child to households with new parents receiving medical assistance during the third trimester of pregnancy, with only one grant per household regardless of multiple eligible parents.

Excludes healthy birth grants from consideration as income, assets, or resources for determining eligibility and benefit amounts under state and local public assistance programs, including SNAP, energy assistance, and child care subsidies.

Exempts healthy birth grants from state and local income taxation.

Requires the state commissioner to seek a federal waiver under section 1115 of the Social Security Act to implement the program and to coordinate with federal agencies to ensure grants are excluded from federal benefit determinations.

Takes effect 180 days after the federal waiver is granted, with the commissioner required to notify the legislative bill drafting commission upon waiver approval.
