Amends Executive Law Section 840 to require the Municipal Police Training Council to develop and maintain minimum standards policy for destruction of controlled substances by law enforcement, in consultation with the Department of Environmental Conservation and Department of Health.

Requires the minimum standards policy to include methods rendering controlled substances non-retrievable to prevent diversion, comply with 21 CFR Part 1317, address prohibited destruction methods, establish record retention and management procedures, and include training requirements.

Directs the council to recommend rules and regulations to the governor and legislature for establishing and implementing ongoing training programs for current and new police officers on the destruction policies and procedures, including recommendations for periodic retraining.

Requires all state and local law enforcement agencies to post the minimum standards policy on their website or in their main office if they do not maintain a website, and make it available to the public upon request.

Takes effect one year after becoming law, with authorization for necessary rule and regulation changes to be completed before the effective date.
