Adds three new definitions to New York Correction Law Section 2: "cell" (subdivision 35), "cell confinement" (subdivision 36), and "out-of-cell" (subdivision 37)

Defines "cell" as any room, area, or space used for sleeping by incarcerated individuals, or any non-shared space lacking meaningful congregate interaction without physical barriers where persons are held

Defines "out-of-cell" as time spent in shared spaces outside cells (classrooms, recreation yards, libraries, visiting rooms) with multiple people and no physical barriers, conducive to congregate activities and programming

Includes medical treatment, counseling, and attorney visits in non-cell spaces as "out-of-cell" when conducted without physical barriers between the incarcerated person and service provider

Takes effect immediately upon enactment
