Establishes a new office of pretrial services within the division of criminal justice services to certify and oversee pretrial services agencies in each county.

Requires pretrial services agencies to meet minimum standards set by the office, including ability to support court attendance, conduct needs assessments, provide supportive outreach, connect individuals to services (mental health, substance use treatment, housing, workforce development), and protect personal information.

Prohibits counties and municipalities from contracting with for-profit entities for pretrial services; allows non-profit entities and public entities to provide services under contract to counties, municipalities, or the state.

Requires pretrial services agencies to conduct periodic individual case reviews and recommend modifications to release conditions; mandates that services be provided free to individuals, with costs covered by state appropriations.

Mandates annual public reporting of aggregate data including number of individuals supervised, supervision length, demographics, crimes charged, failure-to-appear rates, re-arrest information, and court dispositions, disaggregated by county and demographic categories.
