Requires data centers projected to consume 5+ megawatts to submit disclosure reports to the Public Service Commission before construction, including energy usage, greenhouse gas emissions, water consumption, and employment information.

Mandates data center operators hold at least two public hearings within 60 days before submitting disclosure reports, with at least one held in the host community, and explicitly disclose anticipated impacts on employment, air quality, water usage, and electricity consumption.

Prohibits economic incentives or discounts in power purchase agreements for fossil fuel energy to data centers, and establishes renewable energy requirements: one-third by 2030, two-thirds by 2035, and 100% by 2050.

Requires annual updated disclosure reports posted publicly by the Department, including energy efficiency efforts, comparisons to projected usage, water pollution measurements, and waste heat reduction initiatives.

Directs the Public Service Commission to establish a community discount plan making data center operators responsible for subsidizing energy costs (capped at 20% discount for first five years) for customers in host communities.
