Requires at least 20% of opioid stewardship fund moneys be invested in recovery services and supports, and at least 20% be allocated to the Department of Health for harm reduction services including syringe service programs and drug user health hubs

Mandates that fund moneys supplement rather than supplant existing federal or state funding for substance use disorder prevention, treatment, recovery, or harm reduction services

Requires the Commissioner of Addiction Services and Supports and Commissioner of Health to submit an annual report by November 1st detailing how funds were utilized, including recipient names, amounts awarded, services funded, and effectiveness analysis

Makes the opioid stewardship fund permanent by removing the June 30, 2029 expiration date

Updates agency references from "Office of Alcoholism and Substance Abuse Services" to "Office of Addiction Services and Supports" and expands eligible programs to include those operated by or certified through the Department of Health
