Prohibits the sale of flavored smokeless tobacco products within 500 feet of any public or private elementary or secondary school

Defines "flavored smokeless tobacco" as any smokeless tobacco or nicotine product intended for oral use that contains a characterizing flavor other than tobacco

Characterizing flavors include fruit, chocolate, vanilla, honey, candy, mint, wintergreen, menthol, alcoholic beverage, herbs, spices, and any other distinguishable non-tobacco taste or aroma

Distance measurements are taken in straight lines from the nearest property line of the school to the nearest property line of the business

Allows any person to submit a complaint to enforcement officers reporting violations; takes effect 180 days after becoming law
