Expands rental assistance eligibility to all New York City charter schools that request co-location in a public school building but are denied or offered inadequate space, removing the previous restriction that limited funding to schools starting or expanding after the 2014-2015 school year

Requires the city school district to pay charter schools the lesser of actual rental costs or 30% of the school's basic tuition multiplied by total enrollment when appeals favor the charter school

Establishes a five-year phase-in schedule for charter schools operating prior to 2015-2016 that become newly eligible: 20% funding in 2025-26, 40% in 2026-27, 60% in 2027-28, 80% in 2028-29, and 100% in 2029-30 and thereafter

Maintains existing dispute resolution options including binding arbitration, expedited appeal to the commissioner, or Article 78 court proceedings when charter schools challenge the city's facility offers
