Defines "managed natural landscape" as planned and maintained plantings of native or non-native grasses, wildflowers, shrubs, or trees, including rain gardens, meadow vegetation, and ornamental plants, but excluding unattended turf grass or noxious weeds

Prohibits local boards of health from declaring managed natural landscapes on private property a nuisance, even when plants and grasses exceed eight inches in height and have gone to seed

Exempts private property owners maintaining managed natural landscapes from town requirements to cut, trim, or remove brush, grass, or weeds from their land

Amends New York City administrative code to prevent the city from ordering removal of managed natural landscapes as public nuisances

Preserves local governments' authority to enact local laws that supplement or amend these provisions
