Requires hospitals to inform patients or health care agents about policies allowing refusal to follow health care proxy directives before admission, rather than the current "prior to or upon" admission standard

Creates an emergency exception allowing hospitals to provide this policy information as soon as reasonably possible upon or after admission when pre-admission notification is not feasible

Mandates that when notification occurs at or after admission instead of before, hospitals must provide an explanation to the patient or health care agent for the delay

Requires documentation of any delayed notification explanation in the patient's medical record

Takes effect 60 days after becoming law
