Renames the state high school equivalency diploma (formerly known as GED) to the "Excelsior diploma" across all New York State laws and regulations

Requires the Commissioner of Education to promulgate rules and regulations to implement the name change pursuant to section 100.7 of title eight of the New York codes

Updates terminology in multiple state laws including the Education Law, Correction Law, Civil Service Law, Executive Law, Labor Law, Social Services Law, and State Finance Law to reflect the new name

Maintains that no fee shall be charged for admission to the Excelsior diploma exam, consistent with existing law prohibiting fees for the GED exam

Takes effect 90 days after becoming law, with immediate authorization for agencies to begin preparing necessary rule and regulation changes
