Establishes the New York COVID-19 Children's Fund Program to provide financial assistance to children under 18 whose parent, custodian, legal guardian, or related adult household member died from COVID-19 during the federal public health emergency

Creates individual trust accounts with an initial deposit of $1,000 per eligible child, plus $1,000 annually thereafter, for families with household income below 500% of the federal poverty level

Funds can only be accessed when the child turns 18 and must be used for qualified expenses including education, home ownership, or starting a business

Establishes a 9-member program board chaired by the Comptroller, including representatives appointed by the Governor, Senate, and Assembly, to administer the fund and oversee investments

Requires the board to convene an advisory workgroup within 120 days to design program implementation, including outreach strategies and data-sharing agreements with relevant state agencies
