Bans the sale of flavored oral nicotine pouches in New York State, defining "flavored" as any distinguishable taste or aroma other than tobacco, including fruit, mint, menthol, candy, and other flavors

Requires age verification (21 years or older) for distribution of nicotine pouches using valid government-issued identification

Establishes civil penalties of up to $100 per individual package for violations of the flavored product ban, with the law taking effect 90 days after enactment
