Applies to workplaces including factories, mercantile establishments, mines, tunnels, and quarries under the Labor Law

Covers public facilities including state and local government buildings, parks, public schools, SUNY, CUNY, hospitals, nursing homes, hotels, and public authorities

Extends to private sector businesses, multiple dwellings with public restrooms, and railroad facilities (locomotives and caboose cars)

Mandates free menstrual products for incarcerated individuals in state and local correctional facilities and detention centers

Takes effect 180 days after becoming law, with immediate authority to develop implementing regulations
