Directs 90% of registration fee revenues to the Dedicated Highway Bridge and Trust Fund

Establishes a 6% additional toll surcharge for non-commercial electric vehicles using tolled roads and bridges operated by state authorities (Thruway Authority, MTA, Port Authority, etc.), with revenues going to the highway trust fund

Requires the Commissioner of Transportation to submit annual reports to the Governor and legislative leaders beginning January 1, 2027, detailing funds collected and initiatives undertaken
