Allows drivers to disobey traffic-control devices or signals when necessary to yield the right of way to an authorized emergency vehicle, provided they exercise reasonable care for all persons using the highway

Amends multiple sections of the Vehicle and Traffic Law to add exceptions for yielding to emergency vehicles at red lights, red arrows, flashing red signals, and lane-use control signals

Requires municipalities operating red light cameras to establish review programs to identify violations that occurred because a driver was yielding to an emergency vehicle, voiding those tickets

Mandates that red light camera violation notices include space for vehicle owners to indicate the alleged violation occurred while yielding to an authorized emergency vehicle

Takes effect on January 1st following enactment
