Prohibits withholding of "good time" allowances from incarcerated individuals who fail to complete assigned programs due to circumstances beyond their control

Applies to time allowances earned through good behavior, work performance, and progress in treatment programs for those serving indeterminate or determinate sentences

Protects merit time allowances earned through obtaining a GED, substance abuse treatment certificate, vocational certificate, college credits, or community work crew service from being withheld when program non-completion is not the individual's fault

Prevents revocation of presumptive release eligibility when failure to participate in assigned work or treatment programs results from circumstances beyond the incarcerated person's control

Updates gendered language throughout the correction law to use gender-neutral terms such as "such person's" instead of "his or her"
