Defines "all-electric building" as one that runs entirely on electricity from solar, wind, or other zero-carbon sources, with no infrastructure for burning fossil fuels including oil, natural gas, nuclear energy, uranium, or coal

Mandates a report to the governor and legislature within one year detailing the transition strategy, existing infrastructure assessment, technology availability, and identification of buildings ready for immediate conversion

Requires the State Fire Prevention and Building Code Council to develop guidelines for all-electric buildings

Allows exemptions for emergency backup power systems and certain facilities including commercial food establishments, laboratories, laundromats, hospitals, and crematoriums, while requiring minimization of emissions
