Eliminates the opt-out process that previously allowed registrants to request deletion of their information from contracting parties' files

Mandates automatic deletion of registration information from contracting party files, with specific exceptions

Allows retention of registration data for: manufacturer warranty/safety recall notices, statistical research (without contacting individuals), removing non-owner records, government agency use including law enforcement, business fraud prevention verification, and insurance claims investigation/antifraud/underwriting activities

Applies only to contracts executed on or after the bill's effective date
