Mandates companion chatbots (those simulating interpersonal relationships) use commercially reasonable methods to prevent promoting self-harm, detect users expressing self-harm thoughts, and block access for at least 24 hours while displaying suicide crisis resources

Requires companion chatbot proprietors to determine if users are minors, obtain verifiable parental consent for minor users, and face strict liability for self-harm by minors resulting from their chatbot
