Authorizes the New York State Thruway Authority to issue annual short-distance commuter permits allowing free travel between interchanges 34-A through 39 in the Syracuse area

Permits may be restricted to peak commuter hours at the authority's discretion

If a certified public accountant audit demonstrates significant revenue loss from the free permits, the authority may instead offer discounted permits based on cash cost per mile

Requires at least one public hearing in the permit area before any resolution to charge discounted rates instead of providing free travel

Takes effect 120 days after becoming law and expires December 31, 2030
