Emergency staffing plans must include enhanced overtime pay to incentivize current workforce, improved staffing actions that minimize transferring individuals from their residences and moving staff between residences, and enhanced recruitment initiatives

Emergency staffing plan activates automatically when any region's staffing fill level drops below 90 percent

Plans must be made publicly available and published on the office's website

Takes effect 120 days after becoming law
